Thank you for taking the time to consider my candidacy. I bring a unique set of skills, experience, and expertise to BUSD.  I have been personally involved in the District on many levels focusing on equity and achievement--for example, I co-founded the Berkeley High Student Court in 2005. Professionally, I have advised school districts across the state on bond issuances and facility issues and I currently practice as an attorney with a focus on state education law, policy, and finance.  I am also deeply connected and committed to the Berkeley community--I was born and raised here and I am a proud product of the Berkeley public schools.
          We have much to be proud of as a District, including award winning schools, an incredibly supportive community, hard working teachers and staff, a truly heterogeneous student body that enriches the academic and social experience of

all our students, and a vision that declares the District's intent to serve all students.  We also face serious challenges such as the budget deficit projected at up to 6% and a persistent equity gap.
        Sustaining and expanding on our successes while addressing the District's challenges will not be easy.   As a board member, I will prioritize achievement and equity in the classroom by focusing on teacher-student relationships. The District already has a number of successful, cost-effective programs to help teachers in the classroom. These are the kinds of programs I will support and hope to expand upon as a School Board member.
         I will utilize all our resources wisely and effectively. My experience advising school boards financially gives me insight on how to successfully handle a six million dollar budget deficit while maintaining the excellence of our schools and the community's priorities. And I will ensure an open, transparent, and informed community decision-making process.

It has been a privilege and an honor to serve as Berkeley's elected City Auditor.  The office offers a unique opportunity to investigate, communicate, and be a catalyst for changes large and small.  I am running for re-election this November, and I hope that I can count on your support.
         As Berkeley's elected City Auditor, I ask the tough questions:  Is this city program efficient and effective? Is this action appropriate, legal, and equitable?  I defend your interests, ensuring that public funds are used appropriately, through increased oversight, practical recommendations for better service delivery, and relentless attention to following up.

         For the last few terms, I ran unopposed for City Auditor, and we are not ye taware of any other likely candidates.  I'm asking for your endorsement and your financial support now so that I can contact newly-registered voters in Berkeley.  As in 2006, I plan to mail information about the Auditor's office, encourage new voters to become actively involved, and let them know about the Berkeley Unified School district measures on the November ballot, which I am endorsing.

Linda Maio for Berkeley City Council, District #1
Before I was elected in 1992, I worked to make Ohlone Park and co-founded RCD, a premier Bay Area housing non-profit. I was Loni Hancock's representative on the Zoning Board.  Subsequently, Nancy Skinner, and others, asked me to run when she had to step down. I remain a staunch affordable housing advocate as a priority for city funding.  I am especially proud of the 99-unit, Oxford Plaza adjacent to the David Brower Center, which I also helped to realize. 
         As a Councilmember I have helped create several community gardens and when redistricting incorporated the Ohlone Dog Park into District #1, I mediated long-time neighbor/dog owner disputes.  As a result, Dog Park peace reigns.  I support the Arts downtown, being particularly active in bringing the Freight downtown, and helped craft the Downtown Plan to bring new housing, invigorate Downtown as a green urban center, and strengthen our tax base.

         I signed Berkeley's greenhouse gas emission pledge resulting in a steady lowering of energy consumption (traffic lights, fleets, buildings, etc.) and am the "go to" Councilperson on recycling and materials reuse.  At the local level, Karl Linn and I co-founded Berkeley EcoHouse, where the average low-income person can learn to cut consumption and live more healthfully.  The Ecology Center holds many educational workshops there.
         Pacific Steel Casting (PSC), one of the few remaining steel casting industries in the U.S, with over 500 union jobs, is in my district.  Their noxious odors have caused much concern about air quality.  Amidst calls to "shut it down" I convened many community meetings, had the Air District conduct a Health Hazard Assessment, and set up constant air monitoring at 6th and Camelia. EPA Health Hazard Assessment staff advised us.  Under all of this scrutiny, no health hazards were detected. Yet, concern remains. PSC has installed millions in pollution control and is transitioning to lower VOC (volatile organic compounds) materials.  Odor complaints have dropped significantly. I meet monthly with PSC to discuss odor complaints and their response.  My goal: cut emissions, keep the jobs, and don't ship production overseas.
         Many leaders have coalesced to lessen the achievement gap in our schools through the "20/20 Vision" (all students should be graduating in year 2020).   Too many youngsters are falling behind, into a grim and frightening future.  Trends (a graph of which I carry at all times) show that many students enter grammar school already behind, making it nearly impossible to "catch up."  Investment in early childhood is obvious and critical.  Yet, preschool remains a stepchild--underappreciated and under funded.  The Governor's May budget practically eliminates childcare subsidies to low-income families.  In September some preschools will simply close their doors.

"The Courage to put PROGRESS back into Progressive"
        
      Berkeley is a great city. It can be even better if we have the courage to make change happen.
     As Berkeley's Councilmember I pledge to lead in that change. I will bring my experience as a 10-year Berkeley District 7 co-housing homeowner, a 20-year small business entrepreneurship, and a lifetime of community activism, to lead this change. Times are tough. The economy is uncertain. Now is the time to take charge and steer our way towards solutions that improve our neighborhood, Telegraph Avenue, the campus, small businesses, schools, neighbors, and recreational centers.

       As a Berkeley Councilmember, I will build alliances to advance smart economic development, generate revenue for the City and improve quality of life services without further burdening homeowners, tenants and students. I will champion public safety through safety awareness education and community action and provide an independent, diverse and courageous voice for our community. If elected, I will be the first lesbian, first Filipino and second Asian ever to serve on Berkeley's City Council.
         I have lived in Berkeley, District 7, for over 10 years. I moved here to create a co-housing community with friends, acquaintances and my wife of 25 years. I lived in the Mission District of San Francisco and Oakland's Allendale District previous to moving to Berkeley, my adopted home. I grew up in the Philippines   In the early 70s, when students were fighting for their rights in Berkeley, I was fighting for freedom against martial law in the Philippines. Fearing for my life and the safety of my family, I agreed to move with my family to the safety of Vancouver, Canada.  While in Canada, I co-founded the International Association of Filipino Patriots to raise international consciousness and support for the struggle in the Philippines. We also created alliances and worked with organizations struggling against oppression and liberation in their home countries (e.g., Chile, Nicaragua, El Salvador, Guatemala, Palestine, Ireland, Eritrea, etc.)
       I immigrated to the Bay Area in the mid-80s, started and grew my graphic design business (ZesTop Design) in San Francisco and at the same time continued my passionate pursuit of social justice in areas of international solidarity, class, race, labor, women's, immigrant, students and LGBT issues.
       I am an active and proud member of the this Club for the last five years and am on the Coordinating and Executive Committees. As Communications Coordinator I kept the membership updated with the Newsletter and this website. Other involvement includes: Alameda County Democratic Central Committee, Women's Caucus of the CDP; Chair of the East Bay No on Prop 8 Campaign and former Board Member, National Center for Lesbian Rights. As Nominations Chair, I helped create the most diverse board of any LGBT organization in the country.

As a progressive, I've continued Berkeley's tradition of weighing in on
state, national, and international policies. I've worked with social
justice groups to gain governmental support for issues including peace,
environment, labor, civil rights, education, consumer, disability,
seniors, immigrants, students, tenants, women's, healthcare, affordable
housing, fair trade, and many more.  Helped enact model ordinances: Zero
Waste, Living Wage, Equal Benefits, and Precautionary Principle.

         I've simultaneously worked hard on constituent services like trash, rats, noise, lighting, recycling, parking, and helping small businesses, and sponsored numerous proposals to address crime and disaster preparedness.
         Rather than give lip service to diversity, I've appointed the highest numbers of women, Asians, Latino/as, and students, and challenged others to do likewise. Like Paul Wellstone, as a pragmatic progressive I've
worked closely with veterans' groups and ethnic groups some write off as not progressive. I've hired, appointed, and trained many young people, teaching about people power through community organizing, coalition building, and habits such as keeping it short and snappy, saying thank-you, and keeping facts at your fingertips.
         I've won budget votes to shift millions of dollars to more progressive priorities, including supporting social service groups and avoiding employee layoffs. On a pragmatic level, I was successful in passing the
motion to establish Berkeley's Rainy Day Fund, which helped reduce cuts when the economy went sour.
         As a progressive, I've advocated against trickle-down developmental policies and greenwashing in favor of affordable housing, open space, and strong and enforceable labor and environmental benefits. As an example, I opposed a project providing only 7 affordable units out of 98, then supported it when it returned as 98 affordable units.
         I've fought fiercely for public transit funding, especially for transit operating funds. I'm endorsed by nearly all the supervisors, mayors, and councilmembers with whom I've served on regional committees.
